China's Notice of Intent

Here's an interesting aside in the World Press...quoting the Taipei Times last month in regards to the Sino-Russian joint military training:
China has already [succeeded in] maintaining a close relationship with South Korea. If it could create a new cooperative relationship with Russia following the joint military exercise and apply it on the Korean peninsula, it will be able to form a confrontational situation between the ‘China-Russia-Seoul-Pyongyang’ [force] and the ‘U.S.-Japan alliance’ once the fourth round of Six Party Talks is resumed.”

And isn't that just what happened at the 6 party talks? It looks like NoKo is going to get a non-agression pact out of the US-a major coup for the North:
The United States affirmed that is has no nuclear weapons on the Korean Peninsula and has no intention to attack or invade the DPRK with nuclear or conventional weapons.
[...]
The DPRK and the United States undertook to respect each other's sovereignty, exist peacefully together and take steps to normalize their relations subject to their respective bilateral policies.

Interesting stuff....

I wonder if the CNOOC fallout had any impact on these talks......
