One thing I noticed on return from Japan is that the level of violence that permeates North American society is far too high. It's really unacceptable, and the type of violence is just ridiculous. Vicious attacks? Swarmings? Random and fatal beatings of complete strangers?

A 19-year-old Coquitlam man was savagely beaten by a group of teenaged girls Friday night, making it the ninth swarming by teenagers in Vancouver in the last month.
What the hell is wrong with us? This isn't a government problem, nor is there a government solution. This is the result of a society that at some level is accepting this BS to go on. There needs to be a critical mass of people who believe this is ok before it becomes a phenomenon and that is what we have.
Unreal.

What would you expect when your government has taken away your tools for self defence, and that there has been a major shift in the citizenry being equally responsible for "policing" to where the police have their own special powers - but at the same time, can't be everywhere?
When a government takes away individual rights, becomes the Nanny of the citizenry, then there is not much left but to have bands of thugs competing with the government bands of thugs.

I'm not referring to a physical deterrant - I'm thinking of social one. This is unacceptable behaviour, but at some level this garbage is being implicitly accepted by everyone.
The government should prosecute the offenders, but the prevention of this BS depends on society itself.
