Chuck Guite facing sponsorship inquiry

Chuck Guite, the man who ran the federal sponsorship program in its early years, began testifying Wednesday at the inquiry looking into the affair.

He could be on the witness stand for up to four days -- two this week and two next week.

Guite began his testimony by saying that he had no written guidelines for how sponsorship applications should be approved. He said advertising agencies were "prequalified'' before the awarding of contracts, and didn't have to bid on all jobs.

"We qualified agencies for sponsorship, and after that there was not a competition for every individual sponsorship event, no,'' he testified.

He added that he reported "functionally'' to the office of then-Public Works minister Alfonso Gagliano.

"How I like to describe it is, administratively I reported to a deputy minister,'' said Guite. "Functionally I reported through either Canada Information Office, PCO (Privy Council Office) or dealt directly with the minister's office.''

He said when he was promoted in 1997 to the job that ultimately involved running the sponsorship program, he often went over the heads of his bureaucratic supervisors, speaking directly with Gagliano and senior aides in the Prime Minister's Office.
