I just found Shannon Davis' blog and I couldn't help but add her to the list... she's another Canadian (of Irish ancestry I think...not Irish-Canadian) UVic alum like me...and right wing...like say..oh...me. The Nov. 23 memo, written by Warren Kinsella after the near-miss of the sovereignty referendum, said "recent experience" showed the need to centralize communications.
The commission, led by Justice John Gomery, also heard evidence that former prime minister Jean Chrétien came to power in 1994 with promises to bring "integrity" to advertising contracting. He wanted contracts thrown open to competition and no interference by ministers unless two or more bids were considered of equivalent value.
In his memo, Mr. Kinsella said Mr. Guité, who then headed the department's advertising branch, was "clearly best suited to carry out" the review.
