Who's next to testify at the sponsorship hearings? I've got some ideas:
Mr. Kinsella said that the government needed a more effective advertising machine, and he told then-deputy minister Ran Quail that Mr. Guité should lead the reform. Mr. Kinsella said that both the PCO and the PMO agreed that change was needed.
"Repeated reviews of the management of the federal government's communications apparatus -- and recent experience -- have established a clear requirement for a centralized delivery system for the procurement and co-ordination of advertising, public-opinion research and communications product," Mr. Kinsella said in a letter that was released at the inquiry.
Mr. Kinsella said Mr. Guité should oversee the reform.
"In my view, Mr. J.C. Guité . . . should be assigned to carry out this review on a full-time basis. It is requested that he be assigned to a position that will allow him to carry out these tasks," Mr. Kinsella said.
By 1997, Mr. Guité had received full control over the government's advertising branch: He oversaw the selection of advertising firms, signed contracts and approved invoices. While the process was supposed to be competitive, there is evidence that rules were not followed in the awarding of contracts to a handful of Liberal-friendly advertising firms.
