UN Secretary-General Kofi Annan urged more countries to join efforts to stabilize Iraq, and said the US was intensifying talks with France, Germany and Russia, all of which opposed the war.

Annan said Sunday he believed the three key opponents of the US-led invasion that ousted Saddam Hussein weren't prepared "at this stage" to send troops to join US-led forces in Iraq. But he didn't rule out the possibility of their sending troops in the future.

"It would be extremely helpful to the process if we can really internationalize the efforts in Iraq and bring in everybody," he said in an interview on NBC television that focused largely on Iraq.

Spanish Foreign Minister Miguel Angel Moratinos said on Monday Spain will not send troops back to Iraq even if the UN authorizes a multinational force to boost stability after the planned US handover of power on June 30.
