2.all his friends are at earnscliffe
3. tonnes of money is piled on to the companies
4. he is told that it was improperly handled
5. later denies all knowledge.

Martin participated in scandal, memo suggests

April 20, 2004
CP OTTAWA -- Prime Minister Paul Martin was pummeled Tuesday by opponents who accused him of knowing about - and participating in - suspect advertising practices in the federal government a decade ago.

Martin was finance minister when his department awarded seven ad contracts worth $525,900 to a pair of Liberal-friendly firms without following appropriate guidelines, according to an internal government memo from 1995.

Opposition politicians jumped on the memo in the House of Commons in an attempt to link Martin to the sponsorship scandal. Martin replied that his department lobbied for a more transparent contracting process.

But in a memo to Public Works bureaucrat Chuck Guite - a key figure in the sponsorship scandal - a senior government official complained that the Finance Department broke advertising rules to favour two firms.

"None of these procurements were conducted through (Public Works) contrary to cabinet-approved guidelines. This is simply unacceptable," said the July 24, 1995, memo from Warren Kinsella, an aide to then-public works minister David Dingwall.

"I require an immediate explanation as to how the department in question (Finance) was permitted to breach the guidelines in this way, and what is being done to remedy the situation."

The two firms, Anderson Consulting and the Earnscliffe Strategy Group, included close Martin associates and major supporters of his eventual leadership bid.
