When in Doubt: Hire a Mercenary
What do you do when you lack political clout, the willpower to send your politicized troops to take action, and your bureaucracy is so peacenik they refuse to let the guns fire? Hire the private sector.
So the organization that hates privatization, business, the west and taking action may be forced to hire a privatized security force to stop the blood shed in the Congo. After leaving their own people out to dry the UN may hire the private sector step up and deliver the quality service that the UN is lacking.
First they defied a basic principle of demcracy...
The GVRD is total crap. First they started raising their own taxes without being elected representatives (like they were EU bureaucrats or something) and now this. GVRD directors take 60% pay increase
