Consolidate power, disarm the enemy, take control
Looks like Karzai is making some headway in consolidating the power of the central government in afghanistan. Creating a nationwide army without local militias would really improve the situation...gettting rid of the warloads who helped win the war will be a little tougher.

One question: Why is he going to Iran next week? undoubtedly he is a visitor of the state...but why would he lend legitimacy to the regime that is crumbling and is explicitly an enemy of the west?....karzai owes everything to the west and really needs some funding to continue...nice way to show he cares.
