New Afghan Cabinet Adds Technocrats, Cuts Warlords

NEW DELHI, Dec. 23 - After weeks of deliberations, Afghanistan's president, Hamid Karzai, announced his new cabinet on Thursday night, offering a lineup largely free of wartime commanders and heavy on technocrats.
Mr. Karzai, who indicated in recent comments that he wanted ministers who would not spend their time on politics, has largely purged the cabinet of so-called jihadis, regional military commanders who led forces of mujahedeen, or holy warriors, against the Soviet occupying army and then the Taliban.
