That note from Mr. Quail provided support to a memo released last week in which the top bureaucrat in Ottawa in 1997, Jocelyne Bourgon, stated that the PMO "determined" the recipients of sponsorship funding.
Yesterday, the inquiry also released a document from the Privy Council Office suggesting that the minister of public works from 1997 to 2002, Alfonso Gagliano, wanted a more direct role in the sponsorship program.
According to the 1997 document, Mr. Gagliano was uneasy with the fact that the funding for the program, which came out of a secret national-unity reserve, was officially under the control of Mr. Chrétien.
"[Public Works] funds are drawn on behalf of the Prime Minister putting Minister Gagliano in the position of being accountable for funds he does not control or spend. Minister Gagliano would like a role in managing the funds over which he is accountable," said the PCO note.
