martin, rather than promising to end sponsorships, or patronage, or trim fat from the govt, is promising to pay billions into health care.....and isn't promising not to raise taxes to pay for it....

BELLEVILLE, Ont. (CP) - The Liberals would shower billions of dollars on medicare under a wide-ranging series of commitments to be announced Tuesday that would create a national home-care program, reduce waiting times, train new doctors and promise regular funding boosts, The Canadian Press has learned.
In what will be the hallmark pledge of Prime Minister Paul Martin's election campaign, the Liberals will offer the provinces: - $3 billion in each of the next two years. - $4 billion for a national fund to reduce wait times. - $2 billion for a national home-care program. - $2 billion over five years for specific priorities like intensive care and mental illness.

Martin avoided being pinned down Monday on whether his government would need to raise taxes to afford medicare. He was non-committal when asked several times whether his proposed funding boost would require tax hikes or new national health premiums.
