Ex-Via president defends sponsorship role, assails auditor general

LA POCATIERE, Que. (CP) - Plastering Quebec with pro-federalist ads and Maple Leafs isn't the ideal path to national unity, Paul Martin said Wednesday, but he defended the tactics as a sign of desperation during the 1995 referendum campaign.

The prime minister also pointed to the vast resources devoted to the separatist cause by the Parti Quebecois at the time. Martin, on an election-style tour of Quebec, deflected critics' demands for an investigation into whether the federal government violated Quebec electoral law by exceeding spending limits.

The prime minister, who recently lambasted the Liberals' Quebec strategy of the 1990s, offered his own implicit endorsement of the referendum tactics, saying the government was determined to save Canada.

"I think that clearly our country was at risk. . . and I don't think that one bends the rules - and I don't think one has to bend the rules.

"But the fact is we were going to win that battle. And I don't think we are going to back down against anybody who would challenge the unity of our country."
